If you are one of the many millions of students who is struggling to raise cash for college this fall, you could be in for a big surprise in the beginning of 2010. You could get an extra tax refund of up to $2,500.
Part of the stimulus bill that was signed into law early this year is the new higher education tax credit.

This bill is expected to put thousands of extra dollars back into the pockets of millions of Americans who pay tuition this year. Students are not required to fill out any additional paperwork to get the money, they just need to file their taxes. This new credit is bigger than previous tax credits for higher education.
This credit covers just the cost of tuition, fee and books for what you paid for in 2009 and 2010. The soonest you can see this money is early in 2010, once you have filed your 2009 taxes.

The credit could be extended past 2010 by Congress. The credit is available for undergrads who attend at least half-time and is available to filers with less than $80,000 a year in gross income. The credit is good for each individual student, so if a parent chooses to take the credit for two of their college students, that is allowed.

Students who attend for-profit colleges are much more likely to have accumulated large debts for their education loans then students who go to other types of four year colleges. Nearly 30 percent of seniors who attend for-profit colleges in 2008 owed at least $40,000 in college loans compared to just 11 percent of the seniors who attend private nonprofit colleges. Only six percent of seniors who attend public universities have excessive debts because it costs significantly less to attend these schools.

Literally hundreds of thousands of new college graduates are overwhelmed with debt. The US federal government released a report that shows that nearly a quarter of a million borrowers who borrowed money from the federal government were already in default status. The most defaulted loans belong to the students who attended for-profit colleges.

The students who attend these for-profit schools tend to be older and thus they do not have parents to assist them with tuition. These for-profit schools also are popular among low-income students who rely on federal grants, which have not been keeping up with inflation rates.

College savings plans are certainly not immune to the hard-hitting blows from the investment bubbles and scandals that other investment plans have been facing recently. Thousands of Americans have stopped making contributions to college savings plans and there are some that have filed lawsuits, stating that they were misled.

Some families could suffer huge blows by the 529 savings plan losses in Alabama, Pennsylvania and Oregon.  Oregon’s 529 option lost over thirty percent of its value this past year while Pennsylvania’s “guaranteed” college savings plan now only has enough money to pay the college tuition for the next eight years, even though many parents have invested so that their young children could attend college in 10 to 20 years from now.

Alabama’s PACT says it can only cover tuition for the upcoming academic year and the younger children’s prepaid tuition will only be covered if the markets recover soon or if the state bails out the fund. Many other state 529 plans have suffered losses also, but on a smaller scale. It is not suprising that investors across the United States are contributing less.

Students at New York City’s Thurgood Marshall Academy are donning white shoes, shorts and clear protective goggles and hitting the squash courts. An intensive program called StreetSquash combines athletics and academics, and students in this program are pumped full of excitement with every hit of the ball against the wall. The students in the StreetSquash program are heading off to college. The group has been borrowing courts in Manhattan for the last ten years, but this year will graduate its first class from their new home in Harlem.

There are no entrance requirements to get into the StreetSquash program, but every student is evaluated during a 30 day trial and they are expected to attend every single day. If the students miss more than one or two sessions without having an excuse, they may not be allowed to stay in the program. The committment to the program is a four day a week committment which consists of two days of homework and squash and one day of preparation for the SAT tests or literacy education for the junior high level participants.

The National Urban Squash and Education Association sponsors the program and using squash as a means to help students achieve academically is a growing niche. There are currently nine programs as members with several programs in the works across the country.

The Bill and Melinda Gates Foundation has proved its commitment to improving the college degree graduation rates for low income and minority students by donating a whopping $16.5 million in grant money to build upon remedial educational programs at community colleges.

There were 15 lucky community colleges and five states who have outstanding remedial education programs that got the grants in June of this year. These model remedial programs share qualities that speed up the pace in which students complete remedial classes and they give the students outstanding support and offer classes with open entry and exit dates, enabling students who miss the deadlines for registration to enroll.

Sixty percent of students who are interested in earning a college degree attend community colleges across the United States and take remedial classes to sharpen their basic academic skills. This grant is the first in a series of grants that the Gates Foundation plans to award over the next several years. The Ford Foundation and the Lumina Foundation also have invested in remedial education at the community college level.

More students than ever are now enrolling in community colleges as they find the costs much more manageable and the convenience of living at home while attending college a big plus.
